What is the difference between normal approach and cluster approach?

In normal Certification, the Bank needs to undergo complete testing - need to execute all the prescribed test cases successfully - and obtain the Certification sign-off. Only after receiving this signoff, the Bank can proceed for Production movement.
In Cluster approach, the Bank need not undergo certification at all. The Request will directly move into production movement, provided the On-boarding documents submitted are all approved by NPCI.
